The story follows Vik, a teenage laborer in a basin town built beneath the floodwall protecting the City Above. He maintains pumps, repairs drain lines, paints evacuation routes, and packs emergency kits intended to keep the upper city dry. After the Flood Authority announces a controlled discharge, the town faces inundation.

Years earlier, Vik's mother disappeared through the wall. Her civic file lists her neither as dead nor missing, recording only: MOTHER; ABOVE. Vik joins Sava, Corn, Braska, and an older runaway named Meytan in a plan to steal the Highline, a maintenance tram capable of carrying them through the floodwall before the gates open.
